Canada Work Permit Issued A Record In 2007



Heeding calls from Canadian employers in some provinces and in certain labor sectors, Citizenship and Immigration Canada have issued a record number of Canada work permit for 2007.

The final report of exact Canada work permit issued is not out yet, but is expected to be around 130,000 permits plus or minus a couple thousand. This is an increase of more than 15 percent from 2006 and about 47 percent increase from 2003.

Citizenship and Immigration Canada made it a point that under the Foreign Worker Program, employers will be willing to demonstrate that their efforts to have Canada work permit issued to prospective workers will not in anyway be construed as a way to import cheap labor. Citizenship and Immigration Canada expects employers to pay wages the same as Canadians doing the same job.

This unprecendented increase in Canada work permit is truly groundbreaking - thanks wholly to the dedicated attention given by the current federal leadership of the Conservative government. Since taking the leadership in 2006, they can be credited by implementing such projects as the Regional Occupations Under Pressure List and the Expedited Labor Market Opinion programs.

Contrast this to the U.S.A. where the ruling Republicans is doing exactly the opposite of what is being done in Canada.

In the United States, foreign professionals and highly technical skilled workers have to secure a US work permit thru the H1B visa application support of employers. Applicants apply to this visa program every 1st of April of each year. Since 2004, the cap for a H1B is only at 65,000 and has been like that eversince. It use to be 195,000 US work permit limit in 2001-2003 but has significantly dropped since.

Last 2007, the US visa application (for H1B) on the first day of April were so many that limit was exceeded by the end of the day. US immigration run out of US work permit in only a day.

In the summer of 2007, out of frustration in the defeat of an immigration reform bill that it heavily lobbied in the US senate before it went into vote, Microsoft decided to open a software development center in Vancouver.

According to Microsoft, they chose to locate their new center in Vancouver because of three things: Its proximity to its corporate headquarter, Vancouver is a well known global gateway and that Canada allows the company to recruit their need for highly skilled personnel who were otherwise will be affected by US work permit issues.

Canada must have seen the opportunity and made a decisive move immediately. Smart, don’t you think?
